When the system refuses

The room is vacant-dirty

Housekeeping has not released it. A manager may override, and housekeeping is told.

The room is empty but has not been marked clean. The system will not put a guest into it without somebody deciding to.

Ask housekeeping to release it — that is the ordinary answer, and on the housekeeping board it is one click.
Override it if the room is genuinely ready and the status is stale. The screen offers this where your role allows, and the override is recorded.
Overriding does not mean lying to housekeeping: the board is updated, so nobody sends an attendant to a room that now has a guest in it.

If this happens constantly, the housekeeping board is not being kept up during the day, and the fix is upstairs rather than here.
