Why: the share of a bill the desk may discount on its own is on Hotel details; it starts at 0, which means a manager's name on every discount until the account administrator raises it.

Do this: pick the manager under Approved by — their own login is the signature — or give a discount within the limit. A login picked there that is not a manager is refused too: *… is a front desk and cannot approve a discount.*
